The NPC Arthur is located within the player-plantable seed farm, North-East of the town Virelda.
He will have an exclamation point icon "!" over his head and you can take on Arthur's questline by speaking to him.
Consider doing your Farming Skill early on for easier Crafting later on when quests arise.
