Finnley

Finnley is a friendly NPC and deep-sea diver. He is the travelling salesman who sells the player's first weapon and armour set during Gold Rush in Beginner's Bay, and later keeps a pitch in Neo-Tilus, where he likes to find lost items and return them to their owners. Some in-game quest text misspells his name "Finley."

Finnley arrives at Beginner's Bay as the Gold Rush quest log describes: "A Travelling Salesman has arrived at Beginner's Bay. He'll show you his wares if you have enough gold!"

Finnley stands on the south pier next to Ruby in Neo-Tilus.

Gold Rush

The Gold Rush task sequence has the player buy the katana and armour set from Finnley, speak to him, equip the gear, speak to him again, then proceed to the dungeon beacon. A further step asks the player to farm and sell to Aster to obtain 50 gold.

Price conflict: the Gold Rush quest log states a price of 100g, while the live vendor record (tutorial_travelling_vendor) prices each item at 2 gold. The vendor data is treated as current and is what the table above uses.
Posting conflict: the cluster data places Finnley at Beginner's Bay as the Gold Rush travelling vendor; the community page places him on the south pier in Neo-Tilus and introduces him through Time on the Line. Both are recorded; whether he relocates or these are separate appearances is unresolved.
