Speak with Finnley, the deep-sea diver, in Neo-Tilus.

Receive the Rusty Pocket Watch from Finnley.

Travel to the train station on the outskirts of Arcadia.

Speak with the Train Conductor and hand over the watch.

Return to Finnley to complete the quest.
