Quest Giver: Chum (Located near Wilson in Neo-Tilus)

Location: Neo-Tilus – Western Fishing Spot

Catch 3 Minnow and trade them with Chum in exchange for a Foundation Hood.

After obtaining the Old Hacking Tool by completing the Hack to the Future quest, head to Neo-Tilus.

Find Chum, who is relaxing near Wilson. Speak to him to activate the Fair Trade quest.

Travel to the western edge of Neo-Tilus, where fishing chances for Minnow are higher.
Fish until you catch 3 Minnow.

⚠️ Note: This may take 10+ fishing attempts, so patience is key.

Once you have all 3 Minnow, return to Chum to complete the quest and receive your reward.
